Paul Quinn, CPA; CFF

In 1975, Paul E. Quinn graduated from Utah State University, and accepted an offer with the Los Angeles office of Price Waterhouse (PwC), an international accounting and consulting firm.  While at Price Waterhouse, his clients included national home builders, title and trust companies, international entertainment conglomerates and multiple litigation support engagements.

In 1983, Mr. Quinn joined Ryan, Christie, Quinn, Baker & Oakes, LLP as a partner, where he currently heads both the Financial Forensics Group and the Independent Trustee Group for the firm. Mr. Quinn’s experience includes representing large agriculture- based conglomerates, estates and trusts, direct lenders, real estate developers, home builders, commercial builders, law firms, physicians, dentists and manufacturers. 

Mr. Quinn is a sought-after expert witness/consultant, in civil and criminal proceedings requiring financial forensics, including estate and trust disputes,  partnership and corporate disputes and dissolutions; determination of lost profits and other damage calculations; bankruptcy tax issues and fraudulent transfer disputes; embezzlement, tax fraud and money laundering investigations and murder for financial gain determination. Mr. Quinn is frequently retained by other CPA’s and Law Firms to assist in the representation of their clients in Internal Revenue Service and Franchise Tax Board civil audits, including separate client representation with the Internal Revenue Service Independent Office of Appeals.  Mr. Quinn has represented multiple Bankruptcy Trustees and Creditor’s Committees.

Mr. Quinn is a recognized expert in U.S. District Court, Eastern District of California; U.S. Tax Court; U.S. Bankruptcy Court Eastern District of California; Fresno County Superior Court; Los Angeles County Superior Court; Mariposa County Superior Court, Tulare County Superior Court and Sonoma County Superior Court.  He has been retained as a Forensics CPA / Tax Expert in over 1,100 proceedings.  

As an Independent Trustee, Mr. Quinn has functioned as an Administrator, Trustee and Executor in multiple estates ranging from in excess of $250 million to $10 million.  Mr. Quinn has been retained in multiple estate planning engagements, for family estates ranging from $400 million to $20 million. Mr. Quinn presently functions as an Independent Trustee for several families.

Mr. Quinn is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants, and is Certified in Financial Forensics by the American Institute of Certified Public Accountants.  He continues to be active in various community organizations, including being a member of The Board of Directors of The American Heart Association- Central California and Kern County. Mr. Quinn was a member of the St. Agnes Medical Center Foundation for thirty-three years, and was named “Outstanding Foundation Board Member 2015-2016”.

Joey Christie, CPA

Joey Christie has been with Ryan, Christie, Quinn, Baker & Oakes, LLP since 1971.  He attended California State University, Fresno.  He obtained further education through multiple courses in finance, tax and business valuations through American Institute of Certified Accountants and California Society of Certified Public Accountants.

Mr. Christie is a member of the American Institute of Certified Public Accountants, and the California Society of Certified Public Accountants. He is a former Director of the American Heart Association-Fresno.

Mr. Christie is a recognized expert witness in Fresno County Superior Court, and has the following litigation experience:

  • Prepared several valuations of privately-held companies, relating to buy-sell agreements, divorces and acquisitions.
  • Defense consultant in four criminal income tax cases.
  • Prepared opinion of value of leagal services, reasonableness of attorney’s fees and lodestar enhancements.

Mr. Christie represents multiple manufacturing and agriculture-based clients.  Mr. Christie’s diversified clientele includes a significant corporate, partnership and individual tax practice, as well as an extensive consulting practice. 

Kenneth Baker, CPA; CFF

Kenneth Baker was born and raised in Fresno, CA and attended Hoover High School.  He played collegiate baseball at Fresno State and graduated in 1990 with a Bachelor of Science degree in Accounting.  He has been with Ryan, Christie, Quinn, Baker & Oakes, LLP since 1990.

Mr. Baker represents several real estate developers, general contractors and subcontractors, agriculture-based entities, professional athletes, manufacturing companies, multiple estate and trusts and large retail companies.  Mr. Baker’s extensive experience includes litigation support, as well as corporate, partnership, individual and bankruptcy taxation. He also maintains a significant consulting practice.  Mr. Baker is a recognized expert in Fresno County Superior Court.

Mr. Baker is a current member of American Institute of Certified Public Accountants and California Society of Certified Public Accountants.

Rhiannon Oakes, CPA; QuickBooks ProAdvisor

Rhiannon Oakes has been with Ryan, Christie, Quinn, Baker & Oakes, LLP since 2008.  She obtained a Bachelor of Science degree in Business Administration with an emphasis in Accountancy from the Craig School of Business at California State University, Fresno. She has been a licensed CPA since 2010.

Mrs. Oakes represents multiple large real estate partnerships, retail operations, including restaurants, several large farming entities, including previous work with farming conglomerates, and maintains an extensive corporate, partnership, and individual tax practice.  She also has experience in litigation support.  Mrs. Oakes is a Certified QuickBooks Pro Advisor.

Mrs. Oakes is the current Chief Financial Officer of the local non-profit Fresno Skateboard Salvage.  She has served on various committees and boards with entities such as Treasurer for Starr Elementary PTA and Girl Scouts Troop Treasurer.  

Ms. Oakes is a current member of American Institute of Certified Public Accountants, California Society of Certified Public Accountants and the QuickBooks ProAdvisor Program.

Donna Chavez, CPA

Donna Chavez has been with Ryan, Christie, Quinn, Baker & Oakes, LLP since 1984.  She is a graduate of California State University, Fresno.  She has been a licensed CPA since 1987.

Ms. Chavez is a member of American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.

Ms. Chavez has served on various committees and boards with entities such as Valley Children’s Hospital, St. Helen’s Church and the Epilepsy Foundation.

Ms. Chavez represents several real estate developers, subcontractors, and manufacturers.  Ms. Chavez has extensive experience in audit and financial reporting, and maintains a significant corporate and individual tax practice.
